Description:
The objective of the assignment is to provide technical, financial, and institutional support to the World Bank team in advising the GoA in the setting up of Albania-s National Bulk Water Operator (OPU). The consultant's work will focus on (a) a proposal for OPU's water products and services, ensuring alignment with legal, financial, and operational readiness; (b) a proposal for a transparent and cost-reflective tariff methodology for OPU services, adhering to international best practices and Albania regulatory framework; and (c) a proposal for a preliminary business plan that provides a financial, operational, and institutional roadmap for OPU early-stage operations.
