BACKGROUND AND CONTEXT UNICEF Albania has been supporting for many years, the Ministry of Education Sports and Youth (MoESY) towards ensuring an equitable and quality education system for all children with a special focus on the most vulnerable ones starting from early years. Lately, UNICEF Albania has supported technically and financially the National Strategic Plan for Education 2021#2026, starting from pre-school to higher education. The Education Strategic Plan is based on the #Sustainable Development Goal 4-Education” (SDG4) of the Agenda for Sustainable Development 2030, and it includes elements of inclusion, equity, quality of education, lifelong learning starting from the early years, teacher professional development and digitalization of education. The strategy emphasize that learning should start early for all children with a special focus on the most vulnerable ones such as girls and boys with disability, Roma and Egyptian children, returnees from migration, should access high quality Early Childhood Education services. The Strategy focus on Early Childhood Learning is articulated in the objective: #Ensure the access in pre-primary school for 3-6 years old, and a full inclusion of all children in the last year of the pre-primary education”. In order to guarantee the quality of the preschool education the strategy has another important objective related to the teacher professional development: #The creation of quality teacher professional development possibilities and the improvement of the carrier system that encourages teachers to develop high teaching skills”. Another specific objective for guaranine quality in education is referred to the digitalization and it states: #The development of the digital competency through the use of the ICT for teaching and learning”. UNICEF has fully supported MOESY and the Agency for the Assurance of Quality in Preuniversity Education (AAQPUE) with the best international technical and financial support for the development of the core preschool policies and programme documents. Some of the main documents developed in the last years are : #Early Development and Learning Standards for 3-6 age group” (EDLS) that was finalized in 2015; #Preschool Curriculum Framework” and the #Programmes for preschool” that are based on the on the EDLS; the #Assessment Framework for Preschool” and the #Preschool Standards for teachers”. All the aforementioned documents were supported with an international technical support as well in collaboration with other Early Childhood Education stakeholders, such as preschool teachers and directors, preschool board members, AAQPUE and MOESY staff, Education faculties staff etc. Even though UNICEF Albania has fully supported MOESY during these years in order to ensure quality in Early Childhood Education due to the uncertain time created by COVID-19 pandemic, Albania but also other countries ministries of education, schools and preschools are facing challenges to quality and inclusiveness that existed before: the limited teacher pedagogical and digital competencies, the low quality and effectiveness of the existing online solutions and digital tools, the lack of online quality learning content. Due to this situation, with the virus still circulating worldwide, also our society in 2020 started preparing for a "new reality" in education. The online learning has been an urgent need of learning development, and UNICEF in collaboration with MOESY has supported by equipping compulsory system teachers with digital competences but also in the creation of a new digital learning platform for students #Akademi.al.” Although the Pre-university Education pandemic COVID-19 crisis was managed through online learning content through Akademi.al, remote learning through RTSH Shkolla, upscaling of teacher-s needs, there is still a need for more focused interventions for pre-schoolers, in order to make sure that children start school ready to succeed. Another important component is related to building parents, caregivers and community awareness on interaction and play as the most efficient mean for learning, and to use the proposed activities together with their children at home and in community. In order to ensure a better quality in Early Education and children competences but also build further the digital capacities and professional development opportunities of teachers and raise caregivers and parents awareness on preschool children education, UNICEF Albania is seeking to hire an institution who will be responsible for the creation of a content and design for an interactive preschool platform for children, preschool teachers and caregivers. JUSTIFICATION UNICEF Albania is seeking a national institution to develop the preschool content which will serve to develop/ enrich further an interactive preschool platform for preschool children, teachers and caregivers. The institution will devise the best way to convert the preschool curriculum and standards into a series of engaging, interactive, self-paced online learning opportunities for children but also create opportunities for teacher development and parents- awareness. These videos, content, information will be hosted on existing functional digital learning platform akademi.al. PURPOSE & OBJECTIVES, EXPECTED RESULTS The purpose of the present Terms of Reference (#ToRs”) is that the hired institution creates an interactive content for an online preschool learning platform based on the on the national curriculum as well as to create preschool teacher professional development opportunities and offer caregivers information on children education. The main purpose of this consultancy will be to adapt the content of the preschool curriculum into an engaging, learning course for children of this age.
