Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1269223 - Improving Disaster Risk and Loss Information in Albania Assignment Countries: - Albania ASSIGNMENT DESCRIPTION This assignment aims to help improve the availability and accessibility of multi-hazard risk information, support the development of a national multi-hazard overview, and contribute to better informed DRM decision-making in Albania by: Developing a catalogue of existing datasets (geospatial and non-spatial) and maps related to hazard/exposure/risk and baseline data, which exist among relevant agencies and institutions, and creating a plan for compilation, storage, and management of the data; Providing recommendations on how to make existing information related to disaster risk management more accessible and usable across different stakeholders. This should include assessment of the datasets, products and geoportal services provided by the Albanian State Authority for Geospatial Information (ASIG), and recommendations on whether the current geoportal has sufficient functionality for data storage, visualization, sharing and risk analysis; and Developing recommendations for improving the collection, standardization, quality and inclusivity of disaster loss information. Terms of Reference Improving Disaster Risk and Loss Information in Albania World Bank Europe and Central Asia (ECA) Disaster Risk Management (DRM) Background The Government of Albania has recently been actively improving its disaster risk management (DRM) framework. As part of this, a new Law on Civil Protection (no. 45) was approved on 18 July 2019, which aims to modernize how the country implements DRM, and insures that Albania pursues adherence to relevant European Commission Directives and Regulations. The Law also establishes the National Agency of Civil Protection (“AKMC” in Albanian), subordinated to the Ministry of Defense. The Law on Civil Protection requires that risk assessments be carried out at the national, provincial and local levels at least every three years (Article 9), that institutions and private entities provide data on disaster losses, and that a Disaster Losses Database be established at the AKMC (Article 48). While disaster risk assessment and loss data collection have been performed in Albania for many years, the obligations under the new law now formalize the requirements and responsibilities of the involved parties. Several ongoing initiatives are helping the responsible agencies fulfill these requirements. Flood hazard maps should be available for the whole country in 2020, and are being developed under the EU-financed Programme for Improving National Early Warning System and flood prevention in Albania (PRONEWS) and German-financed Climate Change Adaptation in Transboundary Flood Risk Management for the Western Balkans projects. The EU IPA DRAM (Program for Disaster Risk Assessment and Mapping) regional project further supported the development of national risk assessment guidelines and the scenario-based Electronic Regional Risk Atlas (ERRA). The Albanian Geological Survey (AGS) provides geological and related engineering assessments, averaging 150-200 studies per year. It conducts national and local assessments, and in 2015-2017 covered all 61 municipalities of Albania. According to law, all institutions of Albania need to involve the AGS to carry out assessments before planning any construction project, but this is not always done, especially at the local level. A national seismic hazard map is available, but it is of a low resolution. There is a national map of landslides that has been shared with all municipalities. While the AGS studies the underground, the Institute of GeoSciences, Energy, Water and Environment (IGEWE) focuses more on monitoring the weather, rivers and earthquakes. It is also responsible for weather, climate and river forecasting. Regarding seismic issues, while the roles the AGS and IGEWE are distinguished by their functions, coordination between the two institutions could likely be improved. The State Authority for Geospatial Information (ASIG) maintains a portal and database of geospatial data from most public agencies . It is unclear if all relevant existing disaster hazard- and risk-related data is held by ASIG, and whether it is accessible without prior authorization. While there appears to be significant volumes of hazard data and related maps, geospatial exposure (i.e. information on the public and private building stock and its characteristics) and risk information (which considers vulnerability) may to some degree be lacking. Albania uses the Desinventar system and methodology, which was installed by UNDRR (previously UNISDR), to track and catalogue disaster losses. While the system is operational, not all ministries contribute data, and the methodologies used to estimate losses vary across ministries and agencies. AKMC intends to make both the methodologies and the system more robust, consistent and systematic. The World Bank, under the Strengthening Disaster Resilience in Albania technical assistance (P172145), financed by the Japan-World Bank Program for Mainstreaming Disaster Risk Management in Developing Countries (managed by the Global Facility for Disaster Reduction and Recovery - GFDRR), has committed to support the Government of Albania to improve national disaster risk and loss information, ultimately aiming to improve DRM decision-making. Objectives In support of Pillar 2 of the World Bank Strengthening Disaster Resilience in Albania technical assistance (P172145), this assignment aims ultimately to help improve the availability and accessibility of multi-hazard risk information, support the development of a national multi-hazard overview, and contribute to better informed DRM decision-making.
