Following a detailed evaluation under Law No. 162/2020 “On Public Procurement” and the Council of Ministers Decision No. 285, dated May 19, 2021, the Bid Evaluation Commission disqualified two operators - MELA shpk and CARA shpk - for failing to meet mandatory qualification criteria.
MELA shpk was disqualified for incomplete financial documentation, while CARA shpk failed to demonstrate relevant cleaning service experience and did not provide a valid environmental permit (Code III.2.B).
